Madagascar's constitution requires a sitting head of state who wants to contest a presidential election to first resign. The president of the senate is supposed to assume presidential powers when the head of state resigns but the court said the senate head, Herimanana Razafimahefa, had declined to take over. "For personal reasons, he will not be able to fully exercise the responsibilities that the office of Head of State requires," the court said referring to Razafimahefa. Instead, the court said, presidential power would now be exercised by the government collectively with the prime minister as the head. Madagascar is hoping for its third peaceful election since the upheaval of 2009, when Rajoelina ousted President Marc Ravalomanana in a coup, prompting an exodus of foreign investors from the Indian Ocean island.

ANTANANARIVO, Aug 25 (Reuters) - A stampede of sports fans trying to enter Madagascar's national stadium for the opening ceremony of the Indian Ocean Island Games has killed 12 and injured around 80, the prime minister said on Friday. Videos shared on social media showed Red Cross workers caring for dozens of injured people next to the athletics track. Prime Minister Christian Ntsay said 11 of the injured were in a critical condition. It was not immediately clear what caused the stampede, but at least 15 people were killed in a similar incident at the Mahamasina stadium in 2019. The Indian Ocean Island Games were created by the International Olympic Committee (IOC) in 1977, and include athletes from Mauritius, Seychelles, Comoros, Madagascar, Mayotte, Reunion and the Maldives.

ANTANANARIVO, March 12 (Reuters) - Twenty two people died when a boat carrying them off Madagascar capsized while they attempted to sail to the French island of Mayotte, Madagascar's port authority said on Sunday. The boat, which was carrying 47 people, capsized on Saturday in the seas off Ankazomborona in the north of Madagascar, the Maritime and River Port Agency said in a statement. The agency said the boat had suffered an accident, after which 23 of those on board were saved, while 22 bodies had been found. A police officer who did not wish to be named said most of those who had been rescued had fled to avoid being apprehended for attempting to travel to Mayotte. MAPUTO, Feb 24 (Reuters) - Mozambicans took shelter on Friday as tropical storm Freddy made landfall in a small coastal town, with heavy rain expected to batter the country's southern provinces for several days. Pictures posted by Matos on Facebook showed children and adults sitting on the floor in a crowded primary school classroom. Up to 1.75 million people could be affected by the storm and severe flooding, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said in a statement. Mozambique has already been battling severe flooding in recent days, and the government has declared a state of "red alert" to expedite operations to tackle Freddy. In Zimbabwe, which is expected to see heavy rain from Freddy, the education ministry has suspended school in six provinces.
ANTANANARIVO, Feb 21 (Reuters) - Madagascar's government on Tuesday suspended schools and transport in the path of tropical cyclone Freddy, which was likely to make landfall in the southeast of the country by evening. The cyclone is expected to hit Mananjary district, about 270 km from the capital Antananarivo, with winds of nearly 155 km per hour, Madagascar's meteorological services said. All traffic in cyclone Freddy's projected path was suspended overnight from Tuesday to Wednesday, the country's ministry of transport and meteorology said. Cyclone Freddy is expected to make landfall nearly a month after storm Cheneso battered the island nation of 29 million, killing 33 people and forcing thousands from their homes. "It is expected to cause locally devastating winds and a very dangerous sea state near the impact zone in Madagascar," UNOCHA said on Monday.
